ENS High Scientific Council Position Paper
On the Importance of Extending the Operation of the Existing European Nuclear Fleet
Brussels, 4th February 2026 — The European Nuclear Society (ENS) High Scientific Council (HSC) has published a new Position Paper titled “On the Importance of Extending the Operation of the Existing European Nuclear Fleet”, examining the role of Long-Term Operation (LTO) in Europe’s energy transition.
As Europe advances towards its decarbonisation objectives, the power sector faces increasing pressure to deliver reliable, affordable and low-carbon electricity at scale. In this context, the continued operation of existing nuclear power plants is increasingly recognised as a strategic component of Europe’s energy system, supporting energy security, system resilience, economic competitiveness and broader societal objectives.
Drawing on scientific evidence, regulatory experience and European policy frameworks, the ENS High Scientific Council underlines that Long-Term Operation is not an alternative to investment in new energy infrastructure, but a necessary and complementary element of a balanced energy mix. The Paper also addresses the consequences of failing to act, including risks to energy security, the erosion of industrial and scientific capabilities, and increased costs for the energy system.
The analysis stresses that successful Long-Term Operation relies on robust safety oversight, sustained research and innovation, and long-term planning, supported by a strong and coordinated scientific and technical community across Europe.
The ENS High Scientific Council is composed of scientists of high repute from several European countries and serves as an independent advisory body to the European Nuclear Society on nuclear science and technology and their impact on society.
